The Col. Robert P. Moore Scholarship – Initial Pilot Training supports students in acquiring their initial FAA aircraft pilot certificate. The scholarship can be used for any level pilot certificate, including: 1) private, sport, recreation, and 2) in any category of aircraft—airplane, rotorcraft, glider, or LTA. Drone pilot category certification is NOT approved. The applicant must have already been issued the FAA-Student Pilot Certificate for the initial pilot certificate. A copy of the certificate must be provided with the scholarship application.

Overview

Background: Col. Robert P. “Rob” Moore began flying as a young person in Raleigh, NC, and flew at various locations throughout the world gaining FAA pilot ratings while still in the military as an aircraft maintenance office. Rob eventually earned the Air Transportation Pilot certificate in multiengine airplanes (Gulfstream II/III typed rated), and Commercial Pilot certificates in single-engine land and sea airplanes, gliders, and lighter-than-air. Rob also earned FAA Certified Flight Instructor (CFI) certificates in many aircraft and FAA Advanced Ground Instructor certificates, and has enjoyed introducing many students to the thrill of flying.

Col. Moore has been active in the local aviation community as the owner of 3 aviation businesses, Chief Flight Instructor at several flight schools to include Honolulu Community College, the former president of the General Aviation Council of Hawai’i (GACH), and a member of the Museum’s Board of Directors.

Rob wants to assist people in achieving their goals in aviation. He recognizes that the cost of obtaining pilot certifications at all levels is continually increasing, and is often a deterrent for those who want to fly.

FAA Certified Flight Instructor (CFI): Awarded to FAA Commercial Pilots (or ATPs) getting their initial or additional FAA Certified Flight Instructor (CFI) certificate in any FAA Category aircraft, again Drone pilot category certificate is NOT approved. The applicant must have already satisfactorily completed the FAA-required written test(s) for the CFI certificate, if applicable. A copy of the test completion certificate(s) must be provided with the scholarship application.

Prior to awarding the scholarship, the applicant must provide an acceptance letter and course content from the selected vocational school, college, or university. Funds will be mailed/wired directly to the institution. If training through a FAR Part 61 or 141 course, funds will be mailed/disbursed after solo for the Initial Flight Training Scholarship.

The Col. Robert P. Moore Scholarship is managed and awarded without regard to race, creed, color, age, gender, sexual orientation, or national origin. Scholarships are non-transferable; however, recipients may apply for one subsequent scholarship after successful completion of the course of study funded by the initial scholarship. Applicant must be a U.S. citizen or legal permanent resident.

Please Note: Scholarship recipients have up to one year to complete stated flight goals after notice of award. After completing the flight objectives, scholarship recipient must submit a letter to the Scholarship Committee outlining the results of their scholarship award. Scholarship funds are distributed to the training provider and/or student. If the student is enrolled in a collegiate program, the funds are sent directly to the college or university for the student’s account. For a FAA FAR 61 or 141 Flight School, funds are provided after student completes training, and the school attests to the achievement of certain benchmarks (usually solo or after 15-20 hours). Additional details will be provided to scholarship awardees.

Other Scholarship Requirements:

  1. Complete the required application form.
  2. Three letters of recommendation. Ideally, recommendations will be from one personal, one professional (if applicable), and one educational reference.
  3. Provide a personal statement of 750 words or less on why you want to be a CFI or to add-on their CFI and what you can offer the aviation industry.
  4. Be available for in-person or video conference interview.

Interview and Notification:

  1. If selected for an interview, applicants will be notified via email the date, time, and method of the interview with the selection committee.
  2. Recipients of the Col. Robert P. Moore Scholarship will be notified by PHAM Executive Director no later than 24 hours after selections are made (tentatively mid-May).
  3. Awardee will have up to 60 days to accept the scholarship terms and conditions as specified in the award notification.

Qualifications

Applicants must meet all of the qualifications in at least one of the following groups

  • Applicant must be currently an FAA Commercial Pilot (or APT) seeking an initial CFI certificate.
  • Applicant must have a FAA Medical Certificate.
  • Applicant must be a U.S. Citizen or legal permanent resident.
  • Applicant cannot be the parent, spouse, child, grandchild or sibling to any current Pearl Harbor Aviation Museum Officer, Director, or employee.
  • Applicant must be committed to pursuing a career in aviation/aerospace.

OR

  • Applicant must be currently an FAA Commercial Pilot (or APT) seeking an additional CFI certificate.
  • Applicant must be pursuing a Glider, LTA and/or Sport Pilot Certificate.
  • Applicant must be a U.S. Citizen or legal permanent resident.
  • Applicant cannot be the parent, spouse, child, grandchild or sibling to any current Pearl Harbor Aviation Museum Officer, Director, or employee.
  • Applicant must be committed to pursuing a career in aviation/aerospace.

OR

  • Applicant must be currently an FAA Commercial Pilot (or APT) seeking an additional CFI certificate.
  • Applicant must have a FAA Medical Certificate.
  • Applicant must be a U.S. Citizen or legal permanent resident.
  • Applicant cannot be the parent, spouse, child, grandchild or sibling to any current Pearl Harbor Aviation Museum Officer, Director, or employee.
  • Applicant must be committed to pursuing a career in aviation/aerospace.

OR

  • Applicant must be currently an FAA Commercial Pilot (or APT) seeking an initial CFI certificate.
  • Applicant must be pursuing a Glider, LTA and/or Sport Pilot Certificate.
  • Applicant must be a U.S. Citizen or legal permanent resident.
  • Applicant cannot be the parent, spouse, child, grandchild or sibling to any current Pearl Harbor Aviation Museum Officer, Director, or employee.
  • Applicant must be committed to pursuing a career in aviation/aerospace.
